Various techniques are used to accomplish this. One is to ask so many questions or make so many fallacious attacks (such as ad hominem) that the questioner/attacker never states his or her own position. Often, this is done on purpose. It is a tactic that is used in contrarian arguments on the Internet. This is closely associated with the burden of proof fallacy. "If I never state my position, I don't need to defend it."
