Timothy had authority to minister to the whole church--he had universal authority as an apostle, a traveling deacon.
Paul calls Silvanus and Timothy (and himself) apostles: 1 Thessalonians 1:1 "Paul, and Silvanus, and Timotheus, to the church of the Thessalonians which is in God the Father and in the Lord Jesus Christ: Grace be to you, and peace, from God our Father, and the Lord Jesus Christ.
1 Thessalonians 2:4-6 "But as we were allowed of God to be put in trust with the gospel, even so we speak; not as pleasing men, but God, which trieth our hearts. For neither at any time used we flattering words, as ye know, nor a cloke of covetousness; God is witness: Nor of men sought we glory, neither of you, nor yet of others, when we might have been burdensome, as the apostles of Christ."
Let God be true and every man a liar. Apostles are given the responsibility of protecting the entire flock of God from the attack of the enemy, but with so many voices in the world, each one claiming to be the one that should be listened to, how can you know? You are responsible to be close enough to God so that you can tell the difference between false apostles and real apostles. Read the complete
