Ezekiel 12:1-2 The word of the LORD also came to me, saying, Son of man, thou dwellest in the midst of a rebellious house, which have eyes to see, and see not; they have ears to hear, and hear not: for they are a rebellious house.
God told Ezekiel that he lived in the middle of a rebellious house who could see but refuse to see and who can hear but refuse to hear.
It's not that they can't see. They don't want to see. It's not that they can't hear the voice of God. They don't want to hear. People close their minds and hearts to God. They won't listen. God is speaking.
