If you have not read Stories Versus Truth, you may want to read that before reading this.

This is one of the claims of the ungodly.  It is illogical, of course.

If this were valid logic, then this argument could be applied to refute everything that we know by science. We could, for instance, say that there is no gravity since there is no explanation for the explanation. If there is an explanation for the explanation, then we could demand an explanation for that explanation. This could go on for infinity all the while claiming that there is no gravity and that the idea of gravity is ridiculous. This leads to an infinite regress of reasons. The scientific facts fit the historical accounts and the parts of the Bible that touch on science.  The scientific facts refute Evolution and Old-Earthism.

George Macdonald The rejection of God is not an intellectual problem. It is a moral problem. We were created to be filled with, led by, and totally empowered by the Holy Spirit. The human mind and the human body do not work properly without the Anointing of the Holy Spirit. In fact, those who have not yet received Jesus as Savior are blind and deaf to the Kingdom of the Heavens.

This also gets to a very important point. When we get down to God and the revelation that comes from God, we have gotten to the proverbial bedrock. God said it. God has said. God has revealed. Why does He have authority to reveal? Because He is God.

See how different this is from the ungodly person who believes in evolution because of some reading in some textbooks, the professor said it, and all their friends believe it. They have also come to the root of their argument, but where is the authority.

The real question is, who do you believe? Do you believe God of your own mind and some other people's minds?

The reason we believe is not based on physical evidence or human argument, though the observable physical evidence supports God's existence and His Truth without the mental gymnastics that the Atheists and Evolutionists find themselves tangled in. It is based in the power of God. Faith comes by hearing and hearing by the word (utterance) of God. God speaks. God speaks to every person. Whoever will listen receives the faith that is of God. This is a supernatural belief that is not human-generated. It is a gift. That faith is the belief that what God has said is true. Before a person is born again, there is a history of hearing God's voice. No one can come to Christ unless the Father draws him or her. A person is born again the moment that he or she hears God's voice and receives faith to believe in Jesus as Savior from sin. In the same way, it is God who speaks and says that the Bible is the Word of God without error. When we hear His voice, then His faith comes, the supernatural belief that the Bible is the Word of God without error. Once God opens our eyes, we see that the Bible is the only source that is both internally and externally consistent. We cannot possibly believe unless we are having an active interaction with our Maker. Some Christians are not aware enough of their own experience to know this. That's why we have all the previously-mentioned reasons for believing the Bible as the Word of God. (some caveats about hearing God's Voice)

Ungodly people are forced to hold on tightly to some basic presuppositions.  These presuppositions are just simple-minded assumptions.  They are filters and a way to censor out any information that supports the existence of God.  They set up a web of rules to filter out God.  They will only accept those things that conform to Naturalism, materialism, and uniformitarianism.  Naturalism claims that God does nothing.  Materialism claims that there is no God or spiritual realm.  Uniformitarianism claims that there was not creation and that there was no violent worldwide flood, as the Bible and numerous other historical accounts record.  Whatever they observe that does not conform to this complex filter is censored.  The way that it is censored can take several forms.  The ungodly may boldly proclaim that, though the data appears to support God's version and refute the version of the ungodly, yet it still must be interpreted to mean just the opposite of what it does mean.  A backup method that ungodly people use is to prophecy that in the future, science will be able to explain what they see as an anomaly.  If that fails, they will hide the data, set it aside, or lie to keep the public from knowing the truth.  The data clearly demolishes the story of the ungodly and clearly supports the reality of the Creator God, His Bible, and His abiding Presence in His people.  When confronted with the obvious, a closed-minded ungodly person says, "I can't understand it."  They are willingly ignorant because they refuse to hold God in their knowledge.  The reality is that these people, for whatever reason, don't what to know the Creator.  They don't want to truly know Jesus, their Creator.

It is important that you note that the explanation given in the previous paragraph does not use circular reasoning or poor logic. It depends on God. This is the kind of faith that is what is really operating. It is based on revelation. Now, a naturalist will attack the whole idea of revelation claiming that revelation cannot be verified.
