The notion that everyone who is born again is filled with the Spirit is not according to Scripture. Being filled with the Spirit is another experience as the Book of Acts plainly shows us. The notion that someone who is not filled with the Spirit does not have the Holy Spirit is also not Scriptural. It is a made-up theology. Everyone who is born again has the Holy Spirit, though everyone who is saved is not baptized or filled with the Holy Spirit. When Christians, in the Bible, were filled with the Holy Spirit, the spoke in tongues. Some theologians don't like that, but that is very clear in Scripture. The notion that someone cannot walk in the Spirit before they are baptized or filled with the Spirit is also not stated in Scripture. No one is ever saved without the Holy Spirit. As soon as a person is a new-born baby in Christ, that person can yield to the Spirit (in fact, that is how they got born again), they can bear fruit of the Spirit, and they can walk in the Spirit. Tongues and being baptized in the Spirit is an example of walking in the Spirit and yielding to the Spirit, and tongues are given as a way to help us walk in the Spirit and to walk in righteousness.
