Bible Dictionary Definition of perfect:
usually, complete, but can mean several things depending on the Greek or Hebrew from which it was translated.
Note: the theme of completeness is very strong throughout the Bible. If we see the vision of what God is doing, He is bringing everything to a state of completeness in Him, but each part in its own order. There is a first resurrection, which may be the same thing as the manifestation of the sons of God, the parousia (abiding presence), the redemption of our bodies, and coming to the measure of the stature of the fullness of Christ. The way that God is causing us to come into completeness is through the movement of a remnant company within the Church. God first offered this to the whole Earth, but only a few received even the new birth. Then He offered it to all who received the new birth, but only a few would receive. As things progress, a few more receive, and some who did receive find a place where they decide not to to move on with God.
The Church is gradually discerning the Body of Christ among this called-out company. We see Him in each other and in every order, gift, ministry, and office in the Church. When we see Him, we see Him as He is and so we become like Him. This vision requires that the veil of the flesh be removed from our faces. As we all with unveiled faces, beholding, as if looking at and image in a mirror, the glory of the Lord, we are transfigured into the same image from glory to glory by the Spirit of the Lord.
When we hear our brother or sister minister by the Spirit, faith comes for we have heard the utterance of God and faith comes by hearing the utterance of God. We are aware of the fleshly nature, but that is not who we or our brother or sister is. We believe Him rather than believing the lies of the world (culture), the lies of our own deceitful mind, or the lies of evil spirits. We acknowledge Him. When we acknowledge Him, faith comes and faith has power for righteousness, holiness, and redemption. This is the faith of God that comes into our hearts, our minds, our souls. And it is this faith that gives us access into the mighty grace of God. The grace, free gift, of God comes in as a river of rushing water of the Spirit of God. He also speaks to each of us through the Scripture with the same result. And He speaks to us through the creation and in a still small voice and in many other ways. However, His voice through the authority of the Body of Christ is Gods chose way to display His wisdom to the principalities and powers. He does all of this by grace which is through faith.
Part of this free gift (grace) is righteousness. Righteousness is a synonym for Love. Keep in mind that God is Love so when God gives us His grace (free gift) He is giving us of Himself. His free gift of love flows in. The love of God is shed abroad in our hearts by the Holy Ghost. God's grace does the righteousness that we are incapable of. Righteousness is simply this, God doing His work through a man or woman. In all of this, holy Seed is planted into the heart of the believer. This is the Seed that springs up in righteousness. Some of the weeds, that natural mind, die out. We all reap whatever we sow. Righteousness is in the moment, but it causes this seed to be planted in the heart, which changes us in our very nature.
In this way, we become the Ministry, the Christ in us. We are transfigured a little bit with each decision to acknowledge God rather than acknowledging the devil, the culture, and our sinful flesh. This transfiguration is stability. It is holiness or sanctification and it is part of what we are becoming. This is building with gold. Gold is a type of God with us, the Emmanuel.
And not only are we transfigured, but we are also set free to some degree with each obedience. Freedom is redemption. Our redemption starts at the level of our spirit when our spirits are joined to the Holy Spirit at the moment that we are born again by believing in Jesus. We begin to receive the redemption that Jesus already has provided on the cross as we are set free from base drives of the natural man. All of this is from faith to faith and from glory to glory.
God does all the work. Our part is to receive, that is, not reject. God gave us the ability to acknowledge Him, to turn our will toward Him rather than toward our flesh. He knows that there will be a remnant who will walk in this way.
One by one, the enemies are defeated. The last enemy to be defeated is death itself at the redemption of our bodies. Then, those who are the firstfruits must open the door for the others. In the end, God will be all things in all things. This is the total completeness.
Until that day of total completeness, we experience completeness in some measure whenever we are in compliance with what God has shown us. Only God can judge this, because only He knows what He has shown us. We can't even judge ourselves in this matter. We can only seek Him with all our hearts and yield to His Spirit. We can believe Him. This is the work of God.

Hebrews 5:9 And being made perfect [5048], he became the author of eternal salvation to all them that obey him; Hebrews 7:19 For the law made [5048] nothing perfect [5048], but the bringing in of a better hope did; by the which we draw nigh to God. Hebrews 7:28 For the law maketh men high priests which have infirmity; but the word of the oath, which was since the law, maketh the Son, who is consecrated [5048] for evermore. Hebrews 9:9 Which was a figure for the time then present, in which were offered both gifts and sacrifices, that could not make [5048] him that did the service perfect [5048], as pertaining to the conscience; Hebrews 10:1 For the law having a shadow of good things to come, and not the very image of the things, can never with those sacrifices which they offered year by year continually make [5048] the comers thereunto perfect [5048]. Hebrews 10:14 For by one offering he hath perfected [5048] for ever them that are sanctified. Hebrews 11:40 God having provided some better thing for us, that they [5048] without us should [5048] not be made perfect [5048]. Hebrews 12:23 To the general assembly and church of the firstborn, which are written in heaven, and to God the Judge of all, and to the spirits of just men made perfect [5048], James 2:22 Seest thou how faith wrought with his works, and by works was [5048] faith made perfect [5048]? 1 John 2:5 But whoso keepeth his word, in him verily is [5048] the love of God perfected [5048]: hereby know we that we are in him. 1 John 4:12 No man hath seen God at any time. If we love one another, God dwelleth in us, and his love is perfected [5048] in us. 1 John 4:17 Herein is our love made perfect [5048], that we may have boldness in the day of judgment: because as he is, so are we in this world. 1 John 4:18 There is no fear in love; but perfect love casteth out fear: because fear hath torment. He that feareth is [5048] not made perfect [5048] in love.

Romans 15:28 When therefore I have performed this, and have sealed to them this fruit, I will come by you into Spain. 2 Corinthians 7:1 Having therefore these promises, dearly beloved, let us cleanse ourselves from all filthiness of the flesh and spirit, perfecting holiness in the fear of God. 2 Corinthians 8:6 Insomuch that we desired Titus, that as he had begun, so he would also finish in you the same grace also. 2 Corinthians 8:11 Now therefore perform the doing of it; that as there was a readiness to will, so there may be a performance also out of that which ye have. Galatians 3:3 Are ye so foolish? having begun in the Spirit, are ye now made perfect by the flesh? Philippians 1:6 Being confident of this very thing, that he which hath begun a good work in you will perform it until the day of Jesus Christ: Hebrews 8:5 Who serve to the example and shadow of heavenly things, as Moses was admonished of God when he was about to make the tabernacle: for, See, saith he, that thou make all things according to the pattern shewed to thee in the mount.
