Timothy's gifts were given by the laying on of hands of a presbytery, and Paul was part of that presbytery. You are not born again with automatic spiritual gifts. The gifts of the Spirit must be imparted. Here is the pattern in the Scriptures.

Paul was part of the presbytery that prayed and prophesied over Timothy, imparting spiritual gifts to equip him for his ministry:  

 
• 1 Timothy 1:18-19 "This charge I commit to thee, son Timothy, according to the prophecies which went before on thee, that thou by them mightest war a good warfare; Holding faith, and a good conscience; which some having put away concerning faith have made shipwreck:"

 
• 1 Timothy 4:14-16 "Neglect not the gift that is in thee, which was given thee by prophecy, with the laying on of the hands of the presbytery. Meditate on these things; give yourself wholly to them; that your profiting may appear to all. Take heed to thyself, and to the doctrine; continue in them: for in doing this thou shalt both save thyself, and them that hear thee."

 
• 2 Timothy 1:6-8 "Wherefore I put thee in remembrance that thou stir up the gift of God, which is in thee by the putting on of my hands. For God hath not given us the spirit of fear; but of power, and of love, and of a sound mind. Be not thou therefore ashamed of the testimony of our Lord, nor of me his prisoner: but be thou partaker of the afflictions of the gospel according to the power of God;"

Apostles are given the responsibility of protecting the entire flock of God from the attack of the enemy, but with so many voices in the world, each one claiming to be the one that should be listened to, how can you know?  You are responsible to be close enough to God so that you can tell the difference between false apostles and real apostles.
