It literally means, Faith comes by hearing and hearing by utterance of God.

Many read the Bible, but not all who read the Bible are willing to hear a word from God.

Some people close their spiritual ears to God and listen, instead, to the ramblings of their own minds.

Some believe that God is; they believe that God exists, and they also believe that all who seek God will find Him. Hebrews 11:6 Those who believe these two things will expect to hear from God and they will hear from God. God will speak to them through the Bible and many other ways.
