In the scriptural order, there is no record of any salary for local elders. There is a pay, low as it might be, for traveling elders/apostles.  Pay for local elders was added later as a man-made order. The order of elders doesn't function properly without the order of apostles. One elder will gain preeminence. The order of apostles doesn't work in a denominational system. The scriptural order is that apostles must be indicated by the Spirit and set by the Holy Spirit through the existing apostles.

1Timothy 5:17 Let the elders that rule well be counted worthy of double honor, especially they who labor in the word and doctrine.

1Timothy 5:18 For the Scripture saith, Thou shalt not muzzle the ox that treadeth out the corn. And, The laborer is worthy of his reward.

1Timothy 5:19 Against an elder receive not an accusation, but before two or three witnesses.

When God moved in the 1948 outpouring, many came. When they realized that their big churches and prestige was in jeopardy, they rejected the order of God and found creative ways to try to take advantage of the gifts of the Spirit while keeping their little kingdoms.
